Jon Voight vs. Redd-Up Crew

In an article about the frustration faced by the city’s Redd Up crew when their reddings don’t take Jeremy Boren mentions:

To combat that frustration, the five-person Redd Up teams are turning their focus from doing one-time cleanups to making permanent improvements to parks, city steps and vacant homes, where vagrants pry plywood boards from doors and windows and turn them into drug dens or expose them to “midnight plumbers” seeking to steal copper piping.

A fine idea, but what is this “Midnight Plumber” thing? I imagine it being what Joe Buck got into after Ratso Rizzo died in Florida. They probably don’t mean this British weblog or any of the many actual plumbers that operate under the name “Midnight Plumbing.”

Yes, I realize that they are referring to theft of plumbing materials to sell for scrap. I can, however, find no other reference to “midnight plumbing” to refer to this practice. Could it be that this is a Redd-Up Crew coinage?
